Developer to pay for entire cost of traffic calming project on Cadboro Bay Road in Oak Bay

Victoria’s Abstract Developments has announced it will pay to reconstruct the intersection at Cadboro Bay Road and Bowker Avenue, which is adjacent to its mixed-use Bowker Collection.

The improvements will include a median island and a pedestrian-activated flashing light with a push button at the existing crosswalk. The turning radius for traffic from Cadboro Bay Road turning right onto Bowker Avenue at the south-east corner of the intersection will be reduced, as will the existing island at the south-east corner. Some of the intersection will be repaved, the new bike lanes on Cadboro Bay Road will be integrated into the intersection and there will be inset street parking.

Abstract committed $100,000 toward intersection upgrades when it won the rezoning approval for its four-storey, 43-unit project with commercial space.

The District of Oak Bay then completed a detailed design of the intersection, with a new estimated cost $180,000, with an additional $36,000 required for contingencies. Abstract announced Tuesday it would cover the additional cost.

Work on the intersection is expected to be completed at the same time the Bowker development is done, either early or mid-2020. The cost for the development, not including the intersection, is $50 million. There will be a 50-seat restaurant will be opened on the ground floor of the new building
