WATCH: “That Higher Level” follows the one hundred musicians who make up the National Youth Orchestra of Canada over the course of two months of training and touring across the country. And next week, it is having its world premiere at the Victoria Film Festival. Videographer Steve Grebanier spoke with Victoria born filmmaker John Bolton about the film.
