Saanich Police say a man who was previously arrested by RCMP for allegedly stealing a sailboat has a warrant issued for his arrest after being observed not abiding by court-imposed conditions.

Thomas Cudworth, 33, was previously arrested in May after police found him on board a sailboat that had run out of fuel with another man.

Jack Chisholm, 23, is also being sought by police in connection with this investigation, but Saanich Police are not sure if he was involved in the first incident.

Since the May arrest, Saanich Police says it has received multiple complaints of criminal activity by a small group living on boats in the area.

The complaints included thefts, mischiefs, unlawful activity, and noise complaints contrary to local bylaws.

Due to the location of Cadboro Bay, the jurisdiction is overseen by Saanich Police, Oak Bay Police, BC RCMP West Coast Marine Services and the BC RCMP Federal Shiprider Program. In a release, Saanich Police says the four departments have been cooperating in the investigation.

Police have been deploying officers during the nighttime to monitor the area since the beginning of June to monitor the activities in the area.

Last week, Cudworth and Chisholm were observed by police breaching a court-imposed condition to not be in contact with one another, so warrants have been issued for their arrests and officers are seeking their whereabouts.

Saanich Police tells CHEK News police attempted to arrest the pair when they were observed breaching the condition, but they fled.

Residents are asked to report any suspicious activity to police, and can call the Saanich Police Department at 250-475-4321, or report what they know anonymously through the Greater Victoria Crime Stoppers at 1-800-222-8477.
