Victoria man, 80, arrested on allegations of sexual offences spanning decades

An 80-year-old Victoria man has been arrested by Ontario Provincial Police on allegations of sexual offences with minors spanning decades.

Phillip Baugniet faces numerous charges, including indecent assault on a male and sexual assault on a person under 16 years old.

Police say the incidents date back to the 1970s through to the ’90s while the man was a teacher at the Fine Arts Core Education school — a bilingual kindergarten, elementary and high school in Montreal — at the time of the alleged assaults, OPP said in a media release Tuesday.

The case involves six former students, according to OPP media relations acting manager Bill Dickson.

The investigation began in May after Montreal police contacted OPP, and Baugniet was later arrested in Victoria. He was released from custody after a bail hearing and is next scheduled to appear in court in Cornwall, Ont., on Nov. 16.

A separate class-action lawsuit was filed against the same man earlier this year, alleging he sexually assaulted multiple young students.
