The City of Duncan is mourning the loss of councillor John Horgan Monday.

The city confirmed Horgan’s death in a release Wednesday, saying the community “benefited from John’s thoughtful, measured approach to decision making since he was elected to Council in 2014.”

Horgan is being remembered as a respected businessman, who owned and managed Discovery Honda for more than 20 years, and a dedicated community volunteer.

His work included being President of the South Cowichan Rotary Club, Duncan Day Break Rotary Club and the Cowichan Golf and Country Club.

Horgan was on numerous regional committees, boards and societies including Duncan’s Tourism Committee and Totem Sub-Committee.

“John loved the City and always worked for the benefit of our citizens,” Mayor Phil Kent said.

“He was a caring, considerate person. He will be greatly missed.”

The city says at Horgan’s request there will be no service and donations can be made in his memory to the Cowichan District Hospital Foundation.

The cause of death has not been released.
