Victoria mother disappointed no charges laid in daughter’s death

A Victoria mother who has been fighting to reopen an investigation into her daughter’s death says she is let down that no charges will be laid.

Tracy Sims believes that two people fatally spiked the drink of her 18-year-old daughter, Samantha, with the date rape drug at a house party in April 2021.

Sims has been pushing for charges to be laid ever since Victoria Police did not, but now B.C.’s prosecution service told her the evidence she presented wouldn’t lead to a strong likelihood of conviction.

Sims says the decision is disappointing and premature given the fact that the BC Coroner Service recently reopened its investigation into her death and the Office of the Police Complaint Commissioner is investigating the actions of the three Victoria Police officers on the case.

“I’m just surprised that they did it so soon and did not at least give it some time, considering the evidence that’s there, which isn’t black and white,” Sims said in a Zoom interview with CHEK News.

“Considering that the OPCC have taken my complaint seriously, and they are investigating and the coroner has reopened the investigation, which they do not do lightly, the fact that they came to this decision so quickly, even though I knew that this would be their decision, is quite shocking.”
