Man arrested in Happy Valley Road shooting sentenced to 4-and-a-half years

West Shore RCMP say a man who was arrested following a shooting outside the Happy Valley Market on Happy Valley Road almost year ago has been sentenced.

At around 11 a.m. on April 23, 2019, West Shore RCMP were called to a report of a shooting that took place outdoors near the Happy Valley Market at 3431 Happy Valley Road in Langford.

Police said a white Kia Optima and brown Cadillac Deville had fled the scene southbound on Happy Valley Road.

The white Kia Optima was then involved in a collision at Kelly Rd and Veterans Memorial Parkway. The driver of the Kia Optima was arrested and identified as 27-year-old Justin Lemmen, police said.

Police seized a firearm from inside the vehicle.

The Cadillac Deville was located abandoned on Leila Place in Colwood.

The next day, Lemmen was charged with several offences including Unauthorized Possession of a Firearm, Possession of a Prohibited Firearm in a Motor Vehicle, 2 counts of Fail to Comply with the Conditions set out in his Undertaking and Dangerous Operation of a Motor Vehicle.

Lemmen, who is now 28 years old, has been in custody since his arrest. Police said he was recently found guilty of several offences in relation to the shooting investigation and was sentenced to 4-and-a-half years in prison on April 3, 2020.
