Victoria council to discuss old development proposal for 10-storey building on Johnson Street

An old development proposal for a vacant lot on Johnson Street is back on the table once again.

Cox Developments Ltd. has submitted a development permit application to the City of Victoria for the Johnson Street Residences, a proposed 10-storey 29.9-metre tall mixed-use building located at 1088 Johnson St., near Cook Street.

Councillors are expected to discuss the proposed development at an upcoming Committee of the Whole meeting on Oct. 8.

Designed by HDR Architecture Inc., the proposed building would have 37 residential units – 12 one-bedroom units and 25 two-bedroom units – and 1,430 square-feet of leasable ground floor commercial space.

Units will range from 590 square-feet to 1,185 square-feet in size and will be rental.

There would be no residential parking provided onsite as current zoning does not require parking to be provided. However, planning documents available on the city’s website state that 26 underground parking stalls at 1075 Pandora Ave. have been allocated for residents of 1088 Johnson St.

A total of 46 long-term bicycle parking stalls, eight visitor bike stalls and three bike stalls allocated for commercial tenants.

Plans for a 10-storey building at 1088 Johnson St., have been around for nearly a decade.

According to a recent staff report, the building was first approved by councillors in 2013 and then again in 2017 after its first development permit expired a few years earlier. Its second development permit expired last November.

The report notes that the building has remained generally the same since 2013 with some minor adjustments that do not “alter the integrity.”

City staff are recommending council approve the development.
