The crash occurred shortly after 7:30 a.m. during the morning rush hour.
Three Saanich councillors, Colin Plant, Vic Derman and Fred Haynes, escaped unharmed after being involved in a collision this morning on the Pat Bay Highway.
They were on their way to the airport, to board a flight for the annual Federation of Canadian Municipalities convention in Winnipeg.
A commercial van struck their sedan near the Keating turnoff.
The driver is facing charges under the Motor Vehicle Act.
B.C. Ambulance Service transported the three councillors and at least two other people to Saanich Peninsula Hospital for observation.
The northbound lanes of the Patricia Bay Highway, which lead to the airport and Swartz Bay ferry terminal, were closed for almost two hours.
Plant, Derman and Plant were able to catch a later flight to Winnipeg this afternoon.
